​What is a parking ticket?

Parking arrangements and their enforcement in Netanya are defined in the Netanya By-Laws (Stopping and Parking a Vehicle), 5725-1965. 

The legal source for issuing a parking ticket (notification for paying a fine) is section 228 (a) of the Criminal Procedure Law (Consolidated Version), 5742-1982. 

The parking ticket includes a description of the facts which comprise the parking offense (vehicle number, date, and place where the offense took place), the section of the offense, as well as the sum of the fine and the final date for paying the ticket. 

It should be clarified that in accordance with the directives of the law, failure to pay a ticket during the time determined by the law will lead to advanced enforcement actions including foreclosures – avoid this and pay your fine in good time. Paying a parking ticket

A parking ticket can be paid in the following ways:​

Appealing a parking ticket

Appealing a ticket – can be submitted within 30 days of receiving the payment notice. In accord​ance with the directives of the law, please submit an appeal in writing, together with proofs supporting the request. 

Appeals can be made as follows:

Asking for a trial regarding a parking ticket

A request to choose a court hearing – can be submitted within 90 days of receiving the payment notice. In accordance with the directives of the law, please submit an appeal in writing.

Requests for a court hearing can be made as follows:

Request to change the parking ticket

A request to change the ticket – submitted in cases where the vehicle owner did not commit the offense, and a different driver committed the offense, can be made within 90 days of receiving the payment notice. The request for change must be submitted in writing together with the following original documents: 

  • A declaration by the driver that he was the driver when the ticket was issued, legally verified by an attorney.
  • A photocopy of the driver’s license. 

Requests for changing can be made by registered mail, to P.O.B. 7031, Netanya 42120, Or by using the online changing system.
